A Small Open Economy Model with a Currency Board Feature: the Case of Bulgaria

The paper presents a first version of a dynamic stochastic general eqiulibrium model for a small open economy operating under a currency board arrangement. The model specification and calibration used are tailored to the case of the Bulgarian economy. We discuss the model solution, describe the results of several simulation scenarios and identify directions for extending and improving the model.

The analysis “Good Practices and Systems for Enhancing the Knowledge and Skills for Investor Relations and Information Disclosure in EU Member States” is prepared as a result of the implementation of project “Enhancement of the Knowledge and Skills for Qualitative and Effective Communication at Disclosing Information to State Regulatory Bodies and the Investment Community”. The project is financed by the Administrative Capacity Operative Program, procedure “Strengthening the Capacity of the Civil Society Structures”, priority axis II. Human Resources Management, sub-priority 2.3. “Strengthening the Capacity of the Civil Society Structures”, budget line BG051PO002/08/2.3-02. The project is directed towards enhancing the knowledge and skills of the members of the Bulgarian Investor Relations Society /BIRS/ and Foundation Atanas Burov for implementation of the national policy for disclosure of regulated information by issuers of securities and financial instruments and the Market Abuse with Financial Instruments Act. The disclosure of regulated information is regulated in Section II, chapter 6a of POSA as well as in art. 27 of Regulation 2 dated 17.09.2003 on the prospectuses for public offering and listing of securities and disclosure of information by public companies and the other issuers of securities as far as, as per art. 116e of POSA, the main responsibilities of the Investor Relations Officer include disclosure of information on the financial condition of the public company (issuer) to shareholders and investors and disclosure of regulated information to the regulator and the publicity. Compliance with the legislation will enhance the trust and protection of the investors and the investment publicity, will improve the quality of the disclosed information for the issuers in the country and Europe and will help remove the barriers for free movement of capital and trans-border investments. The processes for information disclosure and compliance with the legislative requirements impose the necessity for adequate training of the Investor Relations Officers.
